Learning outcomes in the spotlight
Learning Outcomes are at the core of a special issue of QAzine, the online periodical of the Dutch/Flemish accreditation agency. Our staff member Conny Devolder coordinates the pilot studies for the introduction of the learning outcomes concept in Flemish universities and university colleges. She was asked to describe the value added expected from learning outcomes in our educational processes. Furthermore a number of departments share their first experience with the introduction of learning outcomes in their curriculum development.

Decree on integration in higher education
The new decree stipulates the conditions for integrating all academic education cycles within universities as to allow university colleges to focus on professional programs. This development has an important impact on the organisation and workload for both universities and university colleges. In spring 2012 representatives from employers and employees in Flemish higher education institutes formulated their advice on this decree leading to a number of corrections in the draft version of the decree. Representatives of the employers formulated an overall acceptance of the text. However they indicated their worries concerning the rules on language practices covered by this decree. These rules are seen as far too complex and will create a significant barrier for attracting highly qualified researchers and teaching staff at an international level.

Flamenco concretizes the 20-20 goals for mobility
The internationalisation agency, Flamenco, edited and advisory note concerning the 20-20 goals for mobility in higher education. The 20-20 target states that by 2020 at least 20% of the graduates in the European higher education area should have experienced a period of study or internship abroad. How this objective should be interpreted and put into practice is not clear.
The Flamenco advisory note formulates definitions and criteria on how to scale and register student mobility. Flamenco has sent the advice to the Cabinet of the Minister of Education and the Department for Education and Training.
